I have now received a copy of the Board of Trade despatch and memorandum, from which it is clear that the Foreign Office are in agreement with my proposals and that the Board of Trade consider them practicable. The memorandum contains the amendments which in the opinion of the Board are necessary in the Hongkong Ordinance to meet the case of China Companies. I shall be glad to send you a copy when it comes to the time to consider that part of the scheme.

On receipt of the memorandum referred to, I thought

it right to telegraph for instructions in view of your demur as to the establishment of a register and an office in Shanghai, as they are evidently proceeding under the impression that that point was settled.

I hope however, that you may see your way to advise the Government of the Colony to accede to this reasonable request of the large mercantile body in China.

In the meantime I send you a copy of those passages of the Board of Trade memorandum which deal with the two points at issue.
